In June 1997, Octa assisted with the preparation of a Water Treatment Upgrade Strategy for Dunedin City.  The objective of this strategy was to improve the quality of the water supply to Dunedin City from Grade E to Grade A over a ten year period.  The projected budget cost of the improvements was $80 million.

Octa were a member of the Project Control Group (PCG) and provided an overview & facilitated coordination of plant design, pilot plan, trials, procurement strategies and construction programming for the upgrade.  In addition, Octa filled the position of the DCC representative for the Treatment Plant Building & Process Plant Contracts.  This role reflected the “special” first time performance guaranteed contract that was used for the process & plant supply contract (turn-key, design / build / commission).
