The strategy was to have four separate contracts - outfall, civil work, mechanical, electrical and UV disinfection.  This required Octa to carefully co ordinate the match-lines and was further complicated when an extensive over dig was required made the Civil Contract.  Despite this, the programme was successfully managed so that the time-line objectives were reached.
